Why do the cable reels have a thermal cut-out?

A reel left coiled while carrying a heavy load can heat up, so the thermal cut-out trips to protect it. For that reason it is best to unwind a reel fully before drawing a high current through it, which lets the cable shed heat rather than building it up on the drum.
