Does it need tools to tighten?

No. The wing-nut can be hand-tightened to secure the clamp. For critical overhead rigging where fixtures are suspended above audience areas, a final quarter-turn with a spanner is recommended to meet venue safety requirements, but for most mobile DJ and small venue use the wing-nut alone is sufficient.
