Can it be used on a patio or decking?

The ground stake is designed for soft ground (grass, soil, gravel). For hard surfaces like patios or decking, the stake would need to be placed in a nearby border or flower bed, or the fitting would need a weighted base (not included) to sit on the hard surface without staking.
